No, it's that they value intelligence more than the others. For example Hermione was the brightest witch of her generation, yet she was a Gryffindor. Another example could be myself, I am very intelligent, yet my dominant traits are kindness and empathy. Some else's dominant trait could be intelligence and they would be placed in Ravenclaw BUT I could be more intelligent than them, it's just not dominant.
